Plumas County Regional Transportation Plan
The Plumas County Department of Public Works has selected LSC Transportation and Pacific Municipal Consultants of Sacramento to develop the Plumas County Regional Transportation Plan Update and the associated environmental document. As the study progresses over the next few months, documents will be posted on this webpage for public review. Hard copies of documents are available at public libraries, chambers of commerce, and the County Public Works Department. Interested people are encouraged to get involved in the project by commenting on the documents and attending the public meetings. The next Plumas County Transportation Commission public hearing will be held on July 28, 2000 at 2:00 P.M. at the Plumas County Public Works Department. There will be opportunity to provide input during the meeting.
Background
As the Regional Transportation Planning Agency (RTPA) for the region, California State law requires the Plumas County Transportation Commission (PCTC) to adopt and submit an updated Regional Transportation Plan (RTP) to the California Transportation Commission (CTC) and the California Department of Transportation (Caltrans) every four years. The purpose of the plan is to provide the region a vision supported by transportation goals for a ten and twenty year horizon. The region is defined as the County of Plumas and the City of Portola. The RTP documents the policy direction, actions, and funding strategies designed to maintain and improve the regional transportation system, and also will serve as the Transportation Circulation Element of the Plumas County General Plan. The RTP for Plumas County was last updated in 1996.
The PCTC will submit the updated RTP to the CTC and to Caltrans. Transportation projects within the county are assessed on an individual basis under various criteria. Environmental impacts on these projects and their surrounding areas are of specific concern. A comprehensive Environmental Impact Report (EIR) for a Regional Transportation Plan in Plumas County was last completed and adopted in 1975; an updated EIR has been prepared for this present RTP.
The purpose of an EIR is to inform public agency decision-makers and the general public of any significant environmental impacts of proposed projects, to identify possible means to minimize significant effects, and to describe reasonable alternatives for proposed projects. CEQA defines significant effects as "a substantial, or potentially substantial adverse change in the environment." Under CEQA Guidelines, public agencies are charged with the duty to minimize or avoid environmental damage where feasible. Public agencies balance a variety of objectives including social, economic and environmental concerns to comply with CEQA obligations.
A draft EIR, State Clearinghouse #2000032075, has been prepared in compliance with the California Environmental Quality Act (CEQA), to identify and mitigate potential impacts that might result from adoption of this RTP. This RTP is a programmatic document containing general policies, guidelines, and lists of projects for which specific design details have not been completed. Therefore, the EIR prepared for this RTP provides environmental analyses and a general overview of the potential impacts of proposed projects discussed in this RTP.

Technical Memorandum Number One: Existing Conditions, Technical Memorandum Number Two, Draft Regional Transportation Plan, and the Plumas County Regional Transportation Plan Draft Environmental Impact Report are available for review at the County Chamber of Commerce offices, County Libraries and the Plumas County Public Works Department.
