Albert T. Stoddard III has had over 20 years experience in civil and transportation engineering. Dr. Stoddard joined the firm of LSC Transportation Consultants, Inc. in 1987. He serves as Vice President and General Manager of the firm's Colorado Springs office. From 1984 to 1987, Dr. Stoddard was Assistant Professor of Transportation Engineering at the University of Alaska Anchorage. He attended Cornell University from 1980 through 1983 after completing five years of active duty as a civil engineer with the U.S. Air Force from 1975 to 1980.
Dr. Stoddard has been responsible for many of the firm's transit planning projects since joining the firm. Prior to joining LSC, he worked closely with the transit system in Anchorage, Alaska. He served on an advisory committee for a commuter rail feasibility study, as well as evaluating proposed fare changes and making presentations to the Municipal Assembly. He directed the Transit Development Plan (TDP) projects for Grand Forks, North Dakota; Pueblo County, Colorado; Eau Claire, Wisconsin; Steamboat Springs, Colorado; and Rochester, Minnesota. In addition to these TDP projects, Dr. Stoddard directed the transit scheduling software project in Cheyenne, Wyoming; and the transit planning assistance project for the Souris Basin Transportation Board in Minot, North Dakota. He also prepared the Paratransit Plan in Rochester, Minnesota, to comply with the requirements of the Americans with Disabilities Act (ADA) and the recent paratransit plan update in Billings, Montana. He also directed the Transit Consolidation Study for Greeley, Colorado and participated in the Colorado Study of Barriers to Human Services Transportation. He is currently directing the Colorado Transit Needs and Benefits Study for the Colorado Department of Transportation. He also participated in the Transit Cooperative Research Project on Rural Transit Demand Estimation.
Dr. Stoddard has directed or participated in the majority of the firm's transit marketing projects. These projects include the Billings Transit Marketing Plan and the El Dorado County Marketing Plan. He has also been responsible for the market research efforts as part of numerous transit planning projects.
Dr. Stoddard has extensive experience in the area of transit demand estimation. In addition to the projects which he has managed, he has prepared estimates of transit demand for the majority of the transit projects completed by LSC. These include the TDP for the City of Pueblo, Colorado; the TDP for Greeley, Colorado; the Mesa County, Colorado TDP; and the TDP for Carson City, Nevada. For the Sioux Falls, South Dakota Transit Route Analysis, Dr. Stoddard developed the transit network for use with the regional transportation model. He also completed an extensive review of the data collection and processing procedures used by the Roaring Fork Transit Agency as part of the Pitkin and Garfield Counties, Colorado TDP.
One of Dr. Stoddard's strengths is in presentations made to committees and public agencies. Dr. Stoddard has worked with technical committees, citizen's advisory committees, and local government organizations. He has served as a facilitator for these groups and effectively assists the group in developing a consensus on project goals. Dr. Stoddard has also taught undergraduate courses in Engineering Statics, Computer Programming, Transportation Engineering, and Highway Engineering, and has taught graduate courses in Transportation Planning and Environmental Impact Evaluation. He has conducted continuing education courses in Transportation Engineering and Planning. He has testified before local planning and zoning commissions and before local and state legislative bodies. From 1984 to 1987, he was a member of the Anchorage Traffic Commission, serving as vice-chairman during 1986. He currently serves on several national technical committees. He also serves on boards of several nonprofit organizations.
Dr. Stoddard has also served as project manager for many of the firm's complex projects. Some of these projects include the transit marketing program for Billings, Montana; the transit marketing plan for El Dorado County, California; the long-range transportation plan for Los Alamos, New Mexico; and the development of the accident database software for the National Park Service. He has developed a reputation for completing projects within budget and schedule requirements. He works closely with the firm's clients to ensure that the project fully meets the client's expectations. He has worked to implement a quality improvement program within LSC. Under his direction, all LSC staff continuously work to find ways to better serve each client.
