The principals of LSC Transportation Consultants, Inc. have a combined total of more than 90 years of professional experience. Partners include Gordon Shaw, A.T. Stoddard, and Alex Ariniello. With a current staff of more than 40, the firm includes both engineers and planners, as well as technical support personnel. The staff presently includes Professional Engineers registered in the states of Alaska, Arizona, California, Colorado, Nevada, New Mexico, and Utah, as well as Members of the American Institute of Certified Planners.

The Tahoe City Office of LSC consists of the following individuals:

Gordon R. Shaw, PE, AICP, Principal

Gordon R. Shaw, PE, AICP, Principal of LSC, generally serves as the Project Manager for studies conducted out of the Tahoe City office. Mr. Shaw has 28 years of experience conducting traffic and transportation studies throughout the western U.S. He holds a B.S. degree in civil engineering from Purdue University, as well as M.S. and Engineer degrees from Stanford University, and is a registered Professional Engineer in California, Nevada, Utah, and Colorado. Mr. Shaw has conducted more than 100 transportation studies in the Tahoe region for both public and private clients, as well as a myriad of transportation engineering and planning studies around the American West.

Sara T. Hawley, PE, Senior Engineer

Sara T. Hawley, PE, is a Project Engineer in the Tahoe City office. She holds a B.S. in Civil Engineering from the University of California at Berkeley and is a registered Professional Engineer (Civil) in California and Nevada. Since joining the firm in 2001, she has worked on a variety of public and private traffic engineering projects. These projects include mixed-use developments, commercial, residential, recreational, city, county, state, and federal projects in California, Nevada, Utah, and Idaho. Her work includes traffic modeling, traffic impact analysis, capacity analysis, construction traffic impact analysis, traffic control plans, site access design, turn lane design, roadway alignments and cost estimates, parking studies, and circulation studies for environmental impact reports. In addition, Mrs. Hawley is responsible for troubleshooting network and software problems in the Tahoe City office.

Leslie Suen, Engineer

Leslie Suen is an Engineer in the Tahoe City office. She holds a B.S. in Environmental Engineering from California Polytechnic State University in San Luis Obispo. Since joining the firm in 2006, Mrs. Suen has worked on a variety of traffic impact studies in Nevada County, Placer County, and Calaveras County, California, as well as for a major commercial project in Snowmass Village, Colorado. These analyses include the evaluation of existing traffic operations analysis, level of service analysis, trip generation estimates, accident data evaluations, and parking studies. 

Bill Suen, Engineer

Bill Suen is an Engineer in the Tahoe City office. Mr. Suen is a certified Engineer In Traning (EIT).  He has four years of experience working as a mechanical engineer. Since joining LSC, Mr. Suen has worked on traffic impact studies in Lassen County, Nevada County, Placer County, and the Town of Truckee, California. These analyses have included the evaluation of existing traffic operations, level of service, intersection mitigation measures, and parking demand. Mr. Suen has employed traffic analysis software packages such as Traffix and SIDRA, and Synchro Sim Traffic.  

Jason Briedis, Engineer

Jason Briedis is an Engineer in the Tahoe City office. Mr. Briedis is a certified Engineer In Traning (EIT).  He holds a B.S. in Civil Engineering from the University of Arizona in Tucson. He has four years of experience working as a transportation engineer.  Mr. Briedis has employed traffic analysis and modeling software packages such as Synchro-SimTraffic, TransCAD, Traffix, SIDRA and CORSIM.  

Selena McKinney, Project Planner

Selena McKinney is a Project Planner with the Tahoe City office. She has worked with LSC since 1990, acting as Project Planner on Transportation Development Plans for many rural counties and ski resort transit programs in Colorado and California. Ms. McKinney has also assisted on several projects with the Community Transportation Association of America, including a seven-county Transit Plan for Souris Basin in North Dakota. Recent projects that Ms. McKinney has conducted include a transit capital study for El Dorado County, California and a transit planning project for Placer County. In total, she has participated in the development of over two dozen short and long range transit plans. She holds a Bachelor of Science degree in Natural Resource Planning from Humboldt State University.

Genevieve Evans, Planner

Genevieve Evans is a Planner in the Tahoe City office. She holds a Bachelor of Arts degree in Economics from the University of California at Berkeley and is a member of the American Planning Association. Ms. Evans has worked on several short-range and long-range transit studies, Regional Transportation Plans, as well as Triennial Performance Audits for both transit programs and regional transportation planning agencies. She is very capable in the collection and evaluation of planning and financial data, including conducting transit surveys.

Kristina Svensk, Transportation Planner

Kristina Svensk is a Transportation Planner with LSC Transportation Consultants, Inc. in the Tahoe City, California office. Since joining LSC in 2007, Ms. Svensk has evaluated transit center options for Grass Valley, California, and has prepared Transit Development Plans for Western Nevada County, Amador County, and most recently for the City of Aspen, Colorado. She has also assisted in the preparation of transportation background reports for the City of South Lake Tahoe General Plan and the Tahoe Valley Community Plan EIR/EIS, assisted with traffic impact studies for development projects, and has conducted data collection and analysis tasks for transit systems. Previously, as a Planner with a public jurisdiction, Ms. Svensk researched and evaluated large-scale development projects and prepared environmental documents. She holds a B.S. in Environmental Horticulture from Cal Poly, San Luis Obispo, and a Master of Urban Planning from San Jose State University, and is a member of the American Planning Association.

Cavan Haile, Graphics/Draftsman

Mr. Haile joined LSC in 1996 as a Planner and Draftsman. Mr. Haile has a Bachelor of Science in Urban Planning, with an emphasis in  GIS/Computer Mapping, from Northern Arizona University in Flagstaff, Arizona. He produces base maps, site maps, geometric design maps, visual simulations, three dimensional renderings, and a wide variety of graphics for the firm's reports and presentations.

Susan Schnetz, Administrative Assistant

Ms. Schnetz is an Administrative Assistant in the Tahoe City office.  She performs various management functions including assisting our engineers and planners with scheduling, requesting certificates of insurance for LSC contracts, making sure the office equipment and computers are working properly, and keeping everything (and everyone) in the office organized. Ms. Schnetz is also involved in light editing and the preparation of proposals, reports, and PowerPoint presentations.

Rebecca Whitelock, Administrative Assistant

Ms. Whitelock is an Administrative Assistant in LSC's Tahoe City office. As a trained paralegal, she is our resident expert in devising ways of working smarter and more efficiently. Ms. Whitelock assists our engineers and planners in document preparation including light editing and the compilation of proposals, reports, and PowerPoint presentations.
